What must SCORM 2.0 enable?

What capabilities for teachers, self-direct learners, training directors, professional certification authorities, and textbook publishers should future systems based on SCORM 2.0 enable? What interoperability issues need to be addressed to create these capabilities?
This URL describes and links to a lot of tools that the National Humanities Center's technical staff feels will be useful to its visiting scholars. Some of these may be capabilities it would be useful to consider for SCORM 2.0
